An intersection once notorious for frequent crashes and pedestrian hazards has been transformed into a safer and more vibrant space, marking a significant improvement for the drivers in Louisville. The Baxter Avenue/Bardstown Road redesign, completed in July 2023, has redefined a 1.3-mile stretch between East Broadway and Eastern Parkway, enhancing safety for pedestrians and drivers alike while benefiting local businesses.
The $1.5 million project, led by the Kentucky Transportation Cabinet (KYTC) in collaboration with Louisville Metro and QK4, a local engineering firm, has already shown results. Since its completion, crashes have decreased by 50% according to QK4, and pedestrian safety has notably improved.
“This corridor was once among the most dangerous in Louisville, averaging one crash per day and seven pedestrian-related crashes annually,” said Andy Rush, Transportation Director at the Kentuckiana Regional Planning and Development Agency (KIPDA). “Today, thanks to this redesign, it’s a safer, more welcoming space for everyone.”
Key Improvements:

Local businesses have also reaped benefits from the redesign. Elizabeth Kizito, owner of Kizito Cookies, praised the project: “I love it, love it, love it. My customers now stop right there to pick up cookies without having to drive around the block to find a spot. It has helped my business. And the drivers seem to go slower and are more friendly now.”
Community and Professional Recognition
The project has earned accolades, including the 2024 Kentucky-Indiana Transportation Excellence (K.I.T.E.) Award from KIPDA, for its innovative approach to safety and livability. Andy Rush noted that the recognition reflects the collective effort to achieve safety and mobility goals.
Future plans are already under discussion to extend safety and accessibility enhancements along other sections of Bardstown Road, building on the momentum of the redesign. These efforts align with Louisville’s Vision Zero initiative, which aims to eliminate traffic-related fatalities, and KIPDA’s 2050 Metropolitan Transportation Plan, which focuses on creating safer, more connected communities.
