Enrollment is now open for the Low-Income Home Energy Assistance Program (LIHEAP) Winter Crisis amidst a winter storm that keeps coming in waves over the past month.

Kentucky households in need of heating assistance can apply through the Kentucky Community Action Network from now until March 31, or until allocated funds are depleted.

The program offers financial assistance for home heating costs, including electric, natural gas, propane, coal, wood or fuel oil. The benefit amount depends on the household’s housing category, fuel type and income level.

Payments are made directly to energy vendors, and prior assistance through LIHEAP does not affect eligibility.

Eligibility Requirements:

  • Households must meet income guidelines up to 150% of the Federal Poverty Level.
  • Applicants must be responsible for home heating costs or contribute to heating costs as part of rent.
  • No past-due or disconnect notice is required to apply.

How to Apply in Jefferson County

LIHEAP Winter Crisis applications in Jefferson County are handled through the Louisville Metro Office of Resilience and Community Services.

Appointments are required, and households can apply for both LIHEAP and MSD’s Emergency Wastewater Rate Assistance Program (EWRAP) during a single appointment.

What You’ll Need to Apply:

  • Proof of household income for the prior month (e.g., Social Security award letters, pay stubs, or Zero Income forms).
  • Proof of Social Security numbers or permanent residence cards for all household members.
  • A current heating bill with a past-due amount, eviction notice (if utilities are included in rent), or proof of running low on pre-paid electric service or bulk fuel.
  • For EWRAP, proof of an active utility account with Louisville Water Company and MSD is required.

Eligible residents can schedule an in-person appointment using the 24/7 automated scheduling system at 502-991-8391 or online at louisvilleky.cascheduler.com. The system also provides location details and a list of required documentation.
