A little over one year ago, I stepped into the role of Executive Director at the Louisville Metro Housing Authority (LMHA) with a deep sense of purpose and responsibility. LMHA has long been a pillar of affordable housing in our city, serving more than 30,000 Louisvillians. But like many housing authorities across the country, we’ve faced decades of underfunding at the federal level, aging properties, outdated operations, and other challenges that have slowed progress. It was clear that we needed to take action.

Now, as we enter this spring season with a clear vision and an ambitious Strategic Plan, I’m proud to say that we are transforming LMHA—restoring, rebuilding, and repositioning public housing in Louisville for the future.
Revitalizing Public Housing
Many of our public housing developments have served generations of Louisvillians, but they need major reinvestment. A 2022 assessment found more than $155 million in necessary repairs across our properties—funds that simply aren’t available through traditional federal subsidies, which finance 90% of LMHA’s work. That’s why we’re taking a different approach, repositioning our housing portfolio into a more stable financial situation for the long term, and engaging experienced, mission-driven partners to help us in this effort. The redevelopment of Dosker Manor and Avenue Plaza, along with the upcoming planning process for Parkway Place, represents a turning point for LMHA. We’re not just preserving public housing—we’re reimagining it.
Strengthening Section 8
With more than 11,672 vouchers in circulation, our Housing Choice Voucher program is the backbone of housing assistance in Louisville. Staffing shortages, technological hiccups, and process changes during the pandemic left the largest Section 8 program in the state in bad shape. Over the past year, we have implemented a recovery plan to improve efficiency, increase transparency, and enhance customer service for both residents and landlords.
Beyond housing, we are expanding services for residents. Initiatives like Family Self-Sufficiency and Thrive are supporting economic stability, while new efforts—such as our
partnership with the Louisville Metro Government Office of Safe and Healthy Neighborhoods—ensure that our most vulnerable residents receive the support they need.
The Future of LMHA
To keep up with the needs of our residents and the evolving housing landscape, LMHA is embracing innovation. We’re modernizing our IT systems, launching an online resident portal, and moving our headquarters to a more accessible downtown location. Starting this spring, we will occupy three floors inside the 500 W. Jefferson building, with resident services easily accessible on the first floor. These changes will improve efficiency, make it easier for residents to connect with us, and strengthen our long-term financial health.
Looking Ahead
The road ahead won’t be easy, but LMHA is ready for the challenge. Our 2025 Strategic Plan is not just a roadmap—it’s a commitment to making affordable housing in Louisville stronger, more sustainable, and more responsive to the needs of our community.
We cannot do this alone. We invite residents, partners, and the broader Louisville community to join us in this effort. Together, we can build a housing authority that is not only effective but visionary—a model for cities across the country. The future of public housing in Louisville is bright, and with continued collaboration, investment, and determination, we can make lasting change for those who need it most.
